After many hours of troubleshooting, researching, and experimenting, I've yet to find a single board containing a solution that works for me. I've tried installing DirectX10 (both with the folder that's in the Skyrim folder, and a fresh download from Microsoft) and DirectX11 (downloaded from the Microsoft website). However, it turns red in a few seconds and says that ENB is disabled. When I have the d3d9.dll and enbhost.exe files in the Skyrim folder and change UsePatchSpeedhackWithoutGraphics=false to true, the game will open, and the white text appears, showing that the ENB is working. This results in a more natural and enjoyable storm experience. It can summon up to 50 sheet lightnings and 50 fork lightnings per second and up to 31 cells distance.

The purpose of this mod is stability and scalability. When I remove the d3d9.dll file with the wrapper version, Skyrim works perfectly fine, but the ENB doesn't work and I don't see the white text on the upper left. This is a remake of Mintys Lightning mod as an SKSE plugin. Skyrim runs perfectly fine without the enbhost.exe and d3d9.dll files, but when I put them into the Skyrim folder it crashes. Since then I've done multiple clean installs of Skyrim and this hasn't fixed the issue. It was working fine for me with the Unreal Cinema ENB, but I didn't like the look of it and tried to switch to the Tamriel Reloaded ENB. When trying to use both the wrapper and the injector version of ENB, Skyrim will launch to a black screen and crashes with the error message "Skyrim has stopped working". I'm having the same issue as the OP, though I'm on Windows 10.

Once you downloaded a preset open the downloaded archive and copy the INI file that contains the settings of the preset and “dxgi.dll” inside the Skyrim SE installation folder (overwrite when asked).

Once the download is complete, open “enbseries_fallout4_vXXXX.zip” (XXXX is the version the ENB). Just download the latest Fallout 4 ENB files (yes, Fallout 4) from the official website. The installation of the ENB is very simple. You can close the program once it says the installation is complete. Now click on “Direct3D 10+” and when asked download the presets files, confirm by clicking on “Yes” button. Browse until you find it and select it (for example, my executable is located inside E:SteamsteamappscommonSkyrim Special Edition).
